I know that the agency #3 works for needs you to be certified to do pit maneuvers, but this seems a whole lot less dangerous.

Less dangerous to law enforcement as well as other traffic (AND the perp, but who cares? ;)). Generally, pits will not even be performed if there's any other traffic (especially on-coming), but this device puts a whole 'nuther perspective on the traffic issue. Turns it into a non-issue actually.

I can see the bad guy slamming on his brakes as you approach to use that thing and taking out the police car, smashed radiator, air bags deployed, etc.

Did you see the big ol' rubber bumper thingies on the cop car? Yeah, but the perp can pull the same shit on a pit if he plays the game right. Nothing's perfect.

The yellow cabs in NYC used to have these big old water filled bumpers. I guess they use the chrome horn a lot. I have no idea if they still do.

Ha! Yep, I remember those P-hole. Big, black, fugly things. That was during the days of the old Checker cabs I think!
