The first thing I'd do is do away with all formation penalties. What does it matter if if have four men in the backfield or not as long you have 11 men on the field. Way too many useless rules

I hate the play when you line up to draw someone offsides . IMO if you line up, you should have to snap it, it's nothing more than a game delay .
