Can someone 'splain this to me?

Watching the commercial for the new Chevy Malibu and they're listing all the high-tech selling features. They then say "it even mutes the radio until the seatbelts are buckled"! Is this a punishment? If you don't wear your seatbelt, you can't listen to the radio? WTF?
