    Since they only have tats on their faces and chest you have to think these two are in costume. most people with that far out of a look are covered up with them. The clothes are kind of a giveaway too.

    We were vacationing on Mackinac Island when my daughter was about 8 or 9 and she got scared by one of those living statues. To this day, she is still deathly afraid of mannequins.
