Something I don't understand about the process

I see today where Inhofe and Rubio are threatening to filibuster the gun control bill making its way through the senate. The measure might pass the senate with a Democrat majority, but wouldn't stand a chance in the House. My question is why don't they just vote on it? Its not going to pass if they do, so what's the harm done to vote? Is it because they think that if they don't vote people won't know where they stand? Its the same with a whole bunch of stuff that's stuck in the process. Just vote on it and move on. And if you don't like the bill vote against it. Or work with the other side to make it more acceptable. If I were a Senator, I'd WANT people to know I voted against it. And regardless of what the polls say, I think most Americans are against it too when it comes right down to it.

Maybe I missed that part in my civics class, but I just don't understand this part of the political process.

    Good questions.
