My guess is there's a lot of b/s in the way that's presented. I think I saw something on this a while back and the explanation was that someone took ALL programs and lumped the benifits all together for an overall total ... but most were overlapping and gave a highly over inflated total that actually isn't possible to achive on an individual basis.
